Shipments of certain qualified liquid hazardous chemicals can be discharged from certain modified IBCs safely, without having to remove them from the transport truck, according to a recent exemption authorized by the US Department of Transportation. Exemption 12412 effective October 2006.

The exemption, released on October 28, 2005 from the Pipeline and Hazardous Materials Safety Administration, has been years in the making and is expected to impact hundreds of products in the chemical industry.

By special permit, the grantee will be authorized to discharge from a UN 31A, 31B, 31N, 31H1, 31H2 or 31HZ1 IBC or DOT Specification 57 portable tank that is in compliance as long as it is attended by a qualified person at all times during the unloading operation and meets other operational guidelines. Namely, the bottom discharge outlets for the portable tanks carrying the hazardous materials must be equipped with at least three serially fitted and mutually independent shut-off devices.

According to information provided by the Research and Special Programs Administration of the Department of Transportation, in October 1998 the Dangerous Goods Advisory Council recommended operating restrictions that could be adopted to equip all affected IBCs with internal self-closing stop valves fitted on the bottom discharge outlets.

The ECOvalve, patent pending, meets the requirements set forth by the DOT in exemption 12412 and will allow the grantees affected to retrofit existing portable tanks, saving both time and money in the wake of this new regulation.

“Precision IBC, Inc. strives to provide the safest and most economical solutions for our customers,” states Tim Bodron, Sr. Vice President of Precision IBC, Inc.  “We continue to lead the IBC industry in the rental services and technological advances, meeting our customers’ expectations and the Department of Transportation regulatory requirements.”

Precision IBC, Inc. in conjunction with OPW, a well recognized, national manufacturer of valves and fittings, has developed the ECOvalve emergency shutoff valve. Installation and operation of the valve is easy and meets all the requirements of the DOT exemption per Andy Altemos, COSTHA Technical Consultant and President of HMT Associates, a company providing consulting services in the field of hazardous materials transport. The ECOvalve will fit directly on to the existing ECOsafe standard tank fittings.

For further information on the DOT exemption 12412 or the ECOvalve Emergency Shut-off Valve, please contact Tim Bodron or one of our courteous packaging consultants at Precision IBC, Inc.
